Board of Directors

Election of Board of Directors

Per new legislation SB 2 has added Section 6.0301 of The Texas Property Tax Code which pertains to Board of Directors in Populous Counties.  Subsection c states “The appraisal district is governed by a board of nine directors. Five directors are appointed by the taxing units that participate in the district in the manner prescribed by Section 6.03. Three directors are elected by majority vote of the general election for state and county officers by the voters of the county in which the district is established. The county assessor-collector serves as an ex officio director.

Section 6.0301(d) gives us the eligibility requirements as; To be eligible to serve on the board of directors, an individual other than the county assessor-collector must be a resident of the district and must have resided in the district for at least two years immediately preceding the date the individual takes office. As individual who is otherwise eligible to serve on the board is not ineligible because of membership on the governing body of a taxing unit. An employee of a taxing unit that participates in the district is not eligible to serve on the board unless the individual is also a member of the governing body or an elected official of a taxing unit that participates in the district.

For further information on this new legislation please review Texas Property Tax Code Section 6.0301 or contact our office at 903-238-8823.

The Board of Directors Role in the Property Tax System

The local property tax system follows the principle of checks and balances. An appraisal district board of directors hires the chief appraiser, appoints the Taxpayer Liaison Officer, approves the budget, and appoints the appraisal review board members. The directors have no authority to set values or appraisal methods or techniques. The chief appraiser carries out the appraisal district’s legal duties, hires the staff, makes the appraisals and operates the appraisal office.

General Information Regarding the Board of Directors

Who May Address the Board of Directors?

It is the policy of the board of directors to provide the public with a reasonable opportunity to address the board at any regular meeting. You may address the board concerning any issue or matter within its jurisdictions. Generally, the board’s statutory duties and jurisdiction involve:

  • Adopting the district’s annual budget
  • Contracting for necessary services and facilities
  • Selecting the Chief Appraiser and assigning responsibilities to the position
  • Adopting general policies regarding the operation of the district
  • Selecting the Taxpayer Liaison Officer

Speaking at a Board Meeting

Board of Director’s meetings are conducted in the Appraisal District’s board room on a regularly scheduled basis. During each meeting, the Chairman of the Board will ask if there is any public comment, or if anyone present wishes to address the board at that time. The board allows reasonable time for each person to speak with expanded time given at the board’s discretion. The board has the right to refuse to hear any person or persons that are attempting to speak on a subject unrelated to the board’s lawful jurisdiction. Additionally, the Chairman may limit repetitive comments by one or more speakers.

Policies for Reviewing and Responding to Complaints

The Board of Directors will consider a written complaint filed with the taxpayer liaison officer requesting resolution of a dispute with the appraisal district or the appraisal review board about a matter that does not relate to the appraisal of property to include a protest under Chapter 41, a request to limited binding arbitration under Section 41A.015 or an appeal under Chapter 42.

Additionally, the board has no authority to overrule the Chief Appraiser or the Appraisal Review Board’s decision on a value, correction, or protest. Any complaints submitted should specify the nature of the complaint, the name of individual(s), board or department that is involved, dates, and contact information. Please mail or deliver written complaints and correspondence to:

Theresa Norris, Taxpayer Liaison Officer or The Chairman of the Board of Directors

Gregg County Appraisal District
